As reported by the National Center for Missing & Exploited Children, sexual victimization of children is overwhelming in magnitude and largely unrecognized and under-reported. Statistics show that one in five girls, and one in ten boys, is sexually exploited before reaching adulthood. Less than 35% of assaults are reported to authorities. In the six and one half year period ending September 30, 2004, the National Center for Missing & Exploited Children’s Cybertipline received over 11,600 incidents of online enticement of children for sexual acts.
  • NCMEC’s Congressionally commissioned “Online Victimization – A Report on the Nation’s Youth” reported in 2000 that one in five kids is solicited for sex online, and that less than 10% of Internet-based contacts are reported to police.
  • National Incident-Based Reporting System data shows that nearly 67% of all sexual assaults are against juveniles, one in seven of whom is under age six, and 1/3 of whom are under age 12.
  • Bureau of Justice state prison statistics show that one in five violent offenders is reported to have victimized a child.
  • In fall 2004, Virginia State Police reported over 12,800 registered sex offenders in the state of Virginia alone. Over 10,600 are classified as violent. Many are eligible for release in coming years.
  • It has been estimated that there may be as many as 1,000-1,500 known sex offenders in the Northern Virginia region. Most are categorized as violent offenders.
  • There are an estimated 500,000 known sex offenders nationwide.

Residents of Fairfax County may see the most recent available location of registered sex offenders and their proximity to Fairfax County Public Schools by viewing the sex offender location map for that region. Citizens of other jurisdictions may be able to obtain comparable information for their communities by contacting their local police departments. A link to the Virginia Sex Offender Registry and a link to state-by-state Sex Offender Registry information, is provided in the Resources section to the left.

What You Can Do To Help

The P’CASO (Protecting Children Against Sex Offenders) Program requires private resources during its early implementation phase. Once launched, P’CASO will become a publicly funded program. Support from a concerned community is vital in order to demonstrate citizen determination to protect children from sex offenders.

  • You can help by going to our “How You Can Help” page and downloading, dating, signing and mailing letters to Virginia Senators George Allen and John Warner, and to your district Congressman. Because of ongoing delays in Congressional mail delivery, your letters should be mailed to the ChildSafeNet address provided for hand-delivery to our Congressional offices.

  • You can help by making a charitable contribution to support the work of ChildSafeNet. Visit our “How You Can Help” page to see the ways you can help us make communities safer for kids. All contributions, large or small, are much appreciated and will help ensure that communities everywhere can someday be safer for kids too.
    • The Fairfax County, Virginia Police Department is ChildSafeNet's first law enforcement partner to adopt the P’CASO (Protecting Children Against Sex Offenders) Program. Making a Difference - ChildSafeNet’s P'CASO Partnership Program

  • Increases local law enforcement resources to track, identify, investigate, and prosecute child sex offenders who use the Internet to establish contact with children.
  • Increases local law enforcement resources to monitor sex offenders who are released back into our communities.
  • Works to improve the interstate tracking system for paroled offenders.
  • Advocates for strict governance of convicted sex offenders in accordance with the terms of their release, parole and probation.
  • Supports the right of citizens to have access to all of the information about released sex offenders that is necessary to better protect children.
  • Increases public awareness of child safety issues by presenting quality, community-based educational programs to parents and children right in the neighborhoods where they live.
